Waukesha - An 18-year-old Waukesha man was sentenced to more than a year in prison for becoming combative with police officers on June 21 after he attacked three pedestrians for apparently no reason.
Edwin A. Feliciano, 18, of Waukesha, was sentenced Nov. 22 by Waukesha County Circuit Court Judge Patrick Haughney to 14 months in prison and three years extended supervision. Feliciano entered a guilty plea in September to a felony count of battery to a peace officer. A second count of battery to a peace officer, three misdemeanor counts of battery and one count of resisting an officer, were dismissed under a plea deal with prosecutors.
In September, Haughney ordered Orlando Torres, 36, of Waukesha, who also played a role in the incident, to nine months in jail.
According to the criminal complaint, Feliciano and Torres were inside Discount Liquor on Barstow Street creating a disturbance by yelling and swearing. The men left the store and approached Zachary Seher, who told police he was walking on Barstow Street when he was hit five or six times in the face.
Another pedestrian, Errin Durham, told police he was attacked as well and was hit "very hard in the head" five or six times by both men, the complaint said. The attacks were witnessed by several citizens, the complaint said.
A third man, Richard Evans, said he was walking down Barstow Street and was tackled from behind and was punched a number of times. He also believed he may have passed out for 15 to 20 seconds. A Waukesha police officer saw Torres hit Evans in the face and then saw Feliciano hit Evans again while he was on the ground, the complaint said.
That officer then saw Feliciano punch another officer in the face, as the officer was holding his badge in front of him. The second officer was in the process of trying to arrest Feliciano, the complaint said.
As the first officer cautiously approached, Feliciano "threw a hand strike" causing his lips to smash against his teeth leading to cuts in his mouth, the complaint said.
Feliciano then "went up into a boxer's stance with his fists clenched" and attempted to punch police officers until police were able to get him to the ground, the complaint said.
